Behind every “smart” mobility solution lies a smarter integrated process, grounded in local realities, shaped by co-creation and evidence, designed to scale, and deployed for impact.
In metaCCAZE, this process began with a Status quo mapping across four Trailblazer Living Labs: Amsterdam, Munich, Limassol, and Tampere. By evaluating each city’s capabilities (via SUMP and Climate City Contract mapping), stakeholder needs (through empathy mapping), and data ecosystems, a solid foundation for designing locally responsive Use Cases was created.
Through iterative and collaborative co-design workshops, city officials, stakeholders, and citizens jointly developed prototype Use Cases tailored to their urban challenges. Framed using a WHY–WHAT–HOW logic, these Use Cases were refined through discussions on user experience, operational feasibility, and policy alignment.
To operationalise these solutions, Business Innovation & Governance Models (BIGMs) were developed that define stakeholder roles, collaboration mechanisms, and funding strategies. Designed for both single providers and multi-actor ecosystems, the BIGMs support scalability without compromising context-specific relevance.
To complement this, the Social Embracement task has focused on understanding behavioural readiness and levels of user acceptance through targeted surveys and dialogues.
In addition. the Standardised Impact Evaluation Framework (SIEF) was created to measure environmental, social, and operational outcomes in line with EU frameworks such as CIVITAS, CCAM, and 2ZERO. It sets KPIs for evaluating Use Case measures before and after deployment. Many indicators were co-developed during workshops to ensure their feasibility and alignment with local goals. Together, the Social Embracement and the SIEF will be reapplied before and after implementation to monitor outcomes and the overall performance of the use cases ensuring a matchmaking of technical feasibility and their social viability thereby increasing the likelihood of long-term adoption.
The result? A toolkit of MetaDesigned Use Cases and BIGMs, co-created, implementation-ready, and guided by built-in feedback loops for continuous improvement. With this milestone: Trailblazer use cases almost ready to be deployed!! Now, our six Follower Cities: Athens, Kraków, Gozo-Malta, Milan, Miskolc, and Paris-Poissy, have embarked on their innovation journey replicating this methodology with the support of the lessons learned throughout the process of T-LLs.
